Are we allowed to do this for our first character? Or would it be better to create a regular trainer/breeder/etc. and try to have them 'move up' in rank over time?

Definitely not for your first character x3
Gym leader applications are best discussed with a member of staff first. If you're looking to take on/replace an existing NPC, then we'll be holding auditions for those at a later date. However, if you're thinking about trying to create a new gym leader for the region, that will take an awful lot of planning to set up, but wouldn't be impossible!
However, as I said, I would strongly suggest going with another idea for your first character. At the very least, that will allow you to get into the roleplaying whilst other discussions are ongoing c: Hope this helps!

I was debating between gym leader and a secondary idea I had, for the character I have in mind. c: After looking through the rules once more, particularily those regarding NPCs, I decided to nix the gym leader idea anyway. I squirm at the thought of having my character played by someone else. X3 Much easier to just stick with a trainer... for now.
Thank-you for such a prompt response to my question! c: Very much appreciated! Now, just got to finish up my character application. Whoo-boy.

No problem! Other staff members would only be playing your character should you not be around for some reason, but yes, those applying for NPC positions would need to be okay with that ^^ I understand if you're not~ x3 If you have any more questions, feel free to ask~!
